| West End House League Rules
House League play at Toronto High Park FC is governed both by FIFA's Rules and Ontario Soccer Association policy. The following rules are added to ensure a common understanding between West End House League officials and to encourage the spirit of fair play.
Mercy Rule
For the summer of 2010, a mercy rule will be established.
Default
For U11x through U18x, teams must field a mimimum of seven players. Six or fewer players results in a default being awarded to the other team.
For U07x through U10x, teams must field a mimimum of five players. Four or fewer players results in a default being awarded to the other team.
Division Season standings
In the event of two or more teams finishing the schedule with an equal number of points, their final positions in the standings will be decided by the following tie-breaking mechanisms applied in order. a) Total number of points from games played between those teams during the season. b) Goals against from games played between those teams during the season. c) Goals against of the overall games played by those teams during the season. d) In the event that a tie remains after the application of items (a), (b) and (c) above, a one game playoff may be played.Overtime and penalty kicks shall be used to break a tie that remains after the completion of regulation time in that playoff game.
Please note that the above formula may not agree with the standings as posted online. Where there are inconsistencies, this formula is the authoritative means of deciding standing.
Cup Tournament: Game Selection
In divisions where there are three or four teams, the Cup Tournament is a round-robin format with each team playing every other team once.
For the six-team divisions, one of two models are used. The choice is the discretion of the Director of the West End United Conference and the decision is final.

Game selection is based on regular season standings. In the example below, Team 1 is the team that finished first, Team 6 is the team that finished sixth, et cetera. The match fixtures are as follows...

In the event of two or more teams finishing the Cup Tournament schedule with an equal number of points, their final positions in the standings will be decided by the following tie-breaking mechanisms applied in order: a) Total number of points from games played between those teams during the Cup Tournament. b) Goals against from games played between those teams during the Cup Tournament. c) Goals against of the overall games played by those teams during the Cup Tournament. d) Total number of points from games played between those teams during the Division Season. e) Goals against from games played between those teams during the Division Season. f) Goals against of the overall games played by those teams during the Division Season. g) In the event that a tie remains after the application of items (a) through (f) above, a one game play-off may be played.Overtime and penalty kicks shall be used to break a tie that remains after the completion of regulation time in that play-off game.
Champions Day
The Finals Day Tie Break mechanism applied in order: a) One 5 minute sudden death overtime period. b) Penalty shots: 5 players/shots per team c) One penalty shot per team. d) Penalty Shoot-out rules: 1) All players on the team must shoot before any player shoots twice. 2) Once all the players have shot once the players shoot in reverse order - i.e. the last player is the first to shoot twice, the second last then shoots their second shoot, etc... 3) Any player can be the goalie and the goalie is also eligible to shoot penalty shots (must shoot before any player shoots twice).
Cup Tournament and Champions Day: Call-ups
NEW: Call-ups can be used for Cup games, but not call overs. Neither call ups nor call overs are allowed on Finals Day.
