3 The acceptable number of teams in each level is:
bantams 10, 9, 8 or 7 
peewees 10, 9, 8 or 7
squirts 9, 8, 7 or 6
mites 9, 8, 7 or 6 (we have taken 5 at mite B in a pinch)
4 The level breakdowns are done by computer to minimize the aggregate spread between 
the 1st and last team in each proposed level.
